Reform of social medical security system under the background of population aging: international reference and own practice
人口老龄化背景下社会医疗保障制度改革：国际借鉴与自身实践

摘要
中国面临日益严峻的以老龄化为显著特征的人口问题，进而对建构相适应的社会医疗保障制度提出了新的要求。以德国、日本为代表的典型发达国家在面临自身人口老龄化时实施的包括长期照护、免费医疗等整体社会医疗保障制度的改革是积极应对人口老龄化可供借鉴的积极经验。回顾中国自身的相关实践虽取得一定成效但仍存在不足，在未来可进一步探索完善医疗保险体系、大力发展养老服务业等。

Abstract
China is facing the increasingly severe population problem characterized by aging, which puts forward new requirements for the construction of a suitable social medical security system. The reform of the overall social medical security system, including long-term care and free medical care, implemented by typical developed countries represented by Germany and Japan in the face of their own aging population is a positive experience for actively dealing with population aging. Looking back at China's own relevant practice, although some achievements have been achieved, there are still shortcomings. In the future, we can further explore and improve the medical insurance system and vigorously develop the elderly care service industry.
